THE TEAM CONCEPT

Each member of the team will exercise leadership in his or her own sphere of operations. The Architect/Engineer will have prime responsibility for design of the project, within the scope designated by the owner, including mechanical and electrical systems. During the schematic/design development stage, Summit will be an advisor on labor and material costs, construction methods and their costs. As the member of the team primarily responsible for the project costs, Summit will exercise overall cost control to keep the project within budget as approved by the owner. The owner’s role is that of making decisions regarding the approval of final solutions. Adding our talents to the design team at this stage in design enhances the Architect/Engineer’s design capability by providing knowledgeable consultation in the areas of construction costs, materials and methods of construction ("constructability"), manpower utilization and scheduling of the work. It relieves the owner of many of the anxieties that usually occur, particularly those concerned with forecasting costs and completion dates. It also insures an early start prior to completion of the final design drawings.

TEAM FUNCTIONS, RESPONSIBILITIES, AND IDENTIFICATION:

In carrying out their responsibility, the owner must be ready to make confident, accurate decisions in order to quickly solve critical problems. The owner’s representative must have the authority to make decisions regarding the functional program and the budget. Since the Architect/Engineer and Summit are employed as agents of the owner, the owner must function as the ultimate decision maker.

THE DESIGN BUILDER:

The design builder, employed by owner, provides coordination and management services functioning on the owner's behalf. The design builder works with the owner and the Architect/Engineer during the schematic design phase of the project to determine the plan, or road map, to design in the order of construction. During the final design phase, the design builder provides consulting services in the formulation of budgets and information on bid package requirements, construction technology, and general market conditions to assist in keeping the project design within the established working budget. During the construction phase, the design builder coordinates the project to develop an orderly, controlled construction effort within the agreed time schedule. In order to fulfill his responsibilities, he must have capabilities in engineering, cost estimating, scheduling, purchasing, quality control, management and labor relations. In addition, the design builder must have a record of successful performances in furnishing specialized services during the project design phase and in the coordination and management of the construction of projects of any size and scope.

THE ARCHITECT/ENGINEER:

The Architect/Engineer is employed by the owner to provide services to, and functions on behalf of the team. Utilizing consultation by the design builder the Architect/Engineer prepares and presents for the owner’s approval design documents at the various stages of progress. During the bidding and construction phases, the Architect/Engineer interprets drawings and specifications and approves all manufacturer’s materials and samples. He reviews inspection reports and decides questions of design and substitution of materials. He reviews all written guarantees, instruction manuals, as-built drawings and similar material assembled from contractors by Summit on behalf of the owner. Upon substantial completion of the project, he conducts final inspection and issues a check list for correction by the contractors under the coordination of Summit.

THE BUDGET ESTIMATE:

One of the first steps of cost control is the development of the budget estimate. The budget estimate to be developed is based on the project requirements and critical date schedules that will be established and fully understood by the owner, the Architect/Engineer, and Summit. The primary objective of the budget estimate is to identify the cost of the project as defined.

OWNER CONTINGENCY:

We will provide the owner with our opinion concerning any contingencies we believe might be required for owner requested changes, document errors and omissions, unforeseen conditions, work sequence adjustment and all costs after award of subcontractors. The owner’s contingency is not to be included in the budget estimate. Included in the budget estimate will be an estimating contingency for unforeseen conditions only on items we may have missed that are not clearly identified in the documents. The owner will be advised on the amount included (normally 2 -3 % of total budget estimate).

SOLICIT BIDS AND AWARD:

Following the approval of the established budget estimate, design drawings and specifications will be revised and refined to reflect the entire scope of work. As construction drawings and specifications are compiled, competitive bids will be taken on all work not defined earlier or changed. Bids received will be analyzed jointly, and final decisions made as to award to each subcontractor of every trade.
